If you're a procurement manager evaluating core network infrastructure, you've probably been handed two glossy quotes: one from Nokia, one from Cisco. Both claim to be the best. I've been in charge of network spending at a mid-sized logistics company for 8 years (circa $120K annual budget for connectivity and switches), and I've learned that the real difference shows up later—in maintenance renewal, hidden licensing, and compatibility gaps. So here's a 6-point checklist I use before touching a PO. It's built around one bias I hold: preventing a problem is almost always cheaper than fixing it.
Step 1: Define Your Actual Use Case (Not Just Throughput)
Start by writing down what the network must do—not just peak bandwidth. In my experience, buying an oversized switch because the vendor's brochure says '10G' is how budgets get blown.
- How many users and devices will connect? Include IoT sensors, warehouse scanners, and yes, field phones like the Nokia 225 4G or 2720.
- What are the physical obstacles between access points—walls, racks, outdoor areas?
- Will traffic stay internal or traverse to cloud? That changes the security and routing requirements.
I'm not a network engineer, so I can't tell you which radio wave goes where. But I can tell you that a TCO model built on the wrong spec is a money pit. In 2023, we almost upgraded to a high-capacity central switch—but our actual usage didn't exceed 40% of the current one. The cheap fix was to add remote access points.
Step 2: Build a Total-Cost-of-Ownership (TCO) Sheet
This is where the 'unit price' trap kills budgets. I compare quotes using six lines: hardware, licensing, installation, training, yearly maintenance, and upgrade rights. For our last refresh, Cisco quoted $48,000 for a campus switch stack. Nokia came in at $43,200. Sounds like a 10% saving, right? Until I added maintenance: Cisco's 3-year SmartNet was $5,800; Nokia's equivalent was $5,400—no, wait, I'm mixing it up with the previous quote. Let me check my files. The Nokia care contract was $5,000 exactly. Still, the gap narrowed to ~$1,800. Then I added training: $2,400 for both because our team hadn't used Nokia's CLI. That ate the difference.
Pro tip: ask for a 5-year TCO projection. If a vendor's maintenance percentage looks unusually low, ask what's not included. The lowest initial price is rarely the lowest total cost after five years.
Step 3: Check Ecosystem & Device Compatibility
Before you sign, verify that the network plays nicely with the endpoints you actually employ. In our company, that includes a few Nokia 225 4G and 2720 phones issued to field staff—not exactly your typical data-center requirement, but they matter because voice-over-Wi-Fi and cellular fallback need the right network profiles. Also, we still have some older Nokia 2870 units (they make great rugged backup devices). If your network will run legacy terminals, ask both vendors for interoperability reports, not a promise.

One thing to remember: 5G NR is defined by 3GPP Release 15 and later updates. Not every “5G” device supports every band. Ask for a matrix showing how your specific device models (including those Nokia 2870 relics) will operate on the proposed infrastructure. Better to know now than to discover later that the Nokia 225 4G drops to 3G because the network profile is set wrong.
Step 4: Verify Support, Maintainability, & Disaster Recovery
Prevention is cheaper than cure—that's my whole philosophy. So I look for a clear maintenance workflow. Ask:
- What's the guaranteed response time for an outage? Nokia typically offers a 24x7 SLA with 4-hour parts replacement; Cisco has similar options. But the cost of those SLAs varies.
- Is the equipment modular enough that a field technician can replace a card without shipping the whole unit?
- How is software patched? Who validates the update on your architecture?
Twice, I've seen 'cheaper' support contracts result in extended downtime. Once, a vendor's RMA process required us to ship the entire switch to another country—while lost capacity cost us way more than the hardware savings.
Step 5: Demand a Pilot Deployment, Not Just a White Paper
This is the step most frameworks skip. My policy: no pilot, no PO. Run a 30-day trial on your own network using both vendors' equipment (or at least the primary candidate). Put a handful of Nokia 225 4G phones on it, simulate a warehouse scan session, measure call drops. This is where you'll uncover the hidden misconfigurations that the vendor's slide deck glossed over.
In hindsight, I made a classic mistake in Q2 2024: I approved a 12-switch purchase because the vendor offered a huge discount, but we hadn't trial-tested their central management tool. Result? A $1,500 per diem for a junior consultant to configure exactly what a vendor person should have set up. The 'savings' vanished.
Step 6: Evaluate Product Roadmap & Strategic Fit
Finally, think beyond the fiscal year. What is Nokia investing in? They're pushing into network automation, AI-based operations, and even some speculative concepts like a transparent smartphone (yes, the 2012 patent). While a transparent phone may be a gimmick, it signals the R&D budget. On the other hand, Cisco's strength in software licensing and SD-WAN is well documented. The important thing is alignment with your own transformation roadmap.
Ask each vendor: “What does your product roadmap look like for the next 36 months?” If the answer is vague, treat it as a risk.
Common Traps in This Procurement
- Only comparing rack-unit list prices. The real TCO is in licenses and recurring service.
- Forgetting that network engineers are trained on one ecosystem. The cost of retraining is real.
- Not testing legacy devices (like a Nokia 2870) for compatibility.
- Assuming '1Gbps' and '10Gbps' are all that matters. Real-world coverage and interference matter more.
A final thought: 5 minutes of verification at the quote stage beats 5 weeks of rework after go-live. At least that's what the $8,000 we wasted in 2023 tells me.
